Jose Landeros currently serves as the Director of Strategic Development for El Paso County and is responsible for the oversight and implementation of the County American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund Portfolio, management of strategic investments of large capital and operating funds and leading the development of strategic and capital planning documents and associated funding priorities, including the 2024 Multiyear Capital Planning Process. Jose also provides administrative oversight of the Economic Development Department and has previously served as the County’s Director of Planning & Development. He currently serves on the El Paso Area Transportation Services, LGC Board of Directors, a regional entity focused on expanding public transportation throughout the region. He is the immediate past chair of the El Paso Metropolitan Planning Organization’s Transportation Project Advisory Committee and has also served as a founding director of the West Texas Spaceport Development Corporation, LGC.

Jose, a third-generation Texan, hails from a lineage that traces its roots to Northern Mexico, where his ancestors arrived as railroad laborers at the dawn of the 20th century. He proudly holds degrees from Texas A&M University and The University of Texas at Arlington, including a Master of Public Administration. With over two decades of dedicated work in public policy and economic development research, Jose brings a wealth of experience to his endeavors. A lifelong resident of El Paso, he cherishes his role as a devoted father to his daughters, Luna and Sofía Emilia.
